BlockShoals Confirms AMLC Registration as a Covered Person Under Philippine Anti-Money Laundering Law

Manila, Philippines — BlockShoals Technologies Inc. (BlockShoals) is pleased to confirm its registration with the Anti-Money Laundering Council (AMLC) as a covered person under the Anti-Money Laundering Act of 2001, as amended (AMLA). We are sharing this in the interest of transparency, because strong anti-money laundering practices are foundational to the trust we are building with Filipino users, our regulators, and the public.
BlockShoals operates as a Crypto-Asset Intermediary (CAI) under the SEC’s Strategic Regulatory Sandbox (StratBox), pursuant to SEC Memorandum Circular No. 9, Series of 2024, and the SEC Rules on Crypto-Asset Service Providers (CASPs) under SEC Memorandum Circular No. 4, Series of 2025 (the CASP Rules). The SEC issued BlockShoals its Notice to Proceed with Testing on 14 April 2026.
Under the CASP Rules, all CASPs, including intermediaries, must comply with the AMLA, its implementing rules and regulations, and the SEC’s rules on anti-money laundering, counter-terrorism financing, and counter-proliferation financing. Section 8.1 provides that:
“CASPs shall be considered as covered persons under the AMLA and are therefore subject to the AML/CTF/CPF supervision and monitoring of the Securities and Exchange Commission (SEC) and the Anti-Money Laundering Council (AMLC).”
As a Crypto-Asset Intermediary providing a crypto-asset service, BlockShoals is a CASP and, accordingly, a covered person under the AMLA. The AMLC issued BlockShoals its Certificate of Registration on 18 June 2026.
“BlockShoals holds this AMLC registration in its own name. As a CAI providing crypto-asset service, BlockShoals is a CASP and under the CASP Rules, every CASP is treated directly as a covered person. That status is entirely owned by BlockShoals: it does not depend on, and is not borrowed from, any partner or other company. BlockShoals registered with the AMLC on that basis, and the company will meet every obligation that comes with it.”
